Guidance Document: ORM-D Transition to the Limited Quantity Exception

Beginning January 1, 2013, a key change in the regulatory environment will impact all shippers currently acknowledging the Consumer Commodity exception.

 

These shippers will have to transition to the Limited Quanity exception, which will require:

 

  • Changes in how packages are marked
  • Changes in record-keeping for training and testing
  • Possible testing changes

 

COSTHA technical staff worked with the USDOT to prepare a “Guidance Document” that explains the nuances of the Limited Quantity rulemaking that eliminates the current Consumer Commodity, ORM-D description and classification.
